Click on the palette index (below), then on the colours in the table (at the left) to assign a colour for the selected palette position. The last 8 colours (second line of the palette below) can only be selected by a given 8-colour group (starting at colour index divisible by 8), also known as the "BIAS". It does matter in 16 colours mode only, though.
